MARINA: Maritime Industry Authority

The Department of Transportation and Communication (DOTC) shall delegate operational functions to MARINA which will create an office specifically tasked to ensure the full implementation of, and compliance with, the STCW convention and other seafaring concerns including functions for STCW administration, seafarers’ education, training, certification and competence.

We are pleased to inform you that President Benigno S. Aquino III has signed Executive Order No. 75 designating the DOTC through the Maritime Industry Authority (MARINA) as the single maritime administration.

Full functions for flag State administration under other international maritime conventions shall be similarly lodged with the DOTC.

This landmark initiative has the full support of the other government agencies, including the Department of Labor and Employment (DOLE) and its line and attached agencies, and the Commission on Higher Education (CHED), as well as the private sector.

The Association together with the other member-associations of the Joint Manning Group will be working with government on the passage of legislation through both Houses of Congress to institutionalize the new structure and amend existing laws in order to permanently put in place the structure for a single maritime authority.

Also the JMG is assisting DOTC and MARINA, in accordance with the communications plan that was prepared for this expected development, in informing all government and private organizations here and overseas on what the Philippines is going to do in line with the new Executive Order.
